This is not a USPS First Day of Issue cover – the first day of issue was April 14, 1982. This self-canceled (by the Albany Tulip Festival) envelope and stamp are dated May 7, 1982, in Albany, NY. Fine; no flaws other than the interesting note that the Albany Tulip Festival apparently had its envelopes for this promotion printed upside-dow; i.e., the flap on the back folds up. A scarce piece of philatelic Americana / Ephemera. Ships in a stout protection, of course. LPR47
